MOROCCO

In 2025, Morocco remains politically stable under the reign of King Mohammed VI, who continues to consolidate the monarchy’s role as a central and unifying power. However, signs of political stagnation and growing social discontent are becoming more visible, particularly among youth.

The September 2023 earthquake in the High Atlas region caused over 3,000 deaths and major damage to infrastructure. Despite a rapid initial response, reconstruction is slow, fuelling local frustration. The crisis highlighted weaknesses in emergency management and local governance.

Socially, unemployment and the cost of living remain major concerns. Protests over price hikes, water shortages, and limited job opportunities occurred sporadically in 2024, especially in peripheral and rural areas. These demonstrations were often quickly suppressed by security forces.

On the political front, the Islamist PJD party remains weakened following its 2021 electoral defeat, and the current government coalition led by the RNI struggles to implement ambitious reforms. The palace retains key power over strategic decisions, particularly in foreign policy and security.

The Western Sahara issue continues to dominate Moroccan diplomacy. Rabat maintains its control over most of the territory and benefits from the support of several states (including the US, Israel, and some African and Arab nations). However, tensions persist with Algeria and the Polisario Front, with occasional border incidents.

Terrorist threats remain limited but real. Cells affiliated with Al-Qaeda or ISIS have been dismantled, notably in the northern regions and major cities. The authorities maintain a highly proactive counterterrorism policy.

The risk of petty crime is higher in urban centres such as Casablanca, Marrakech, Tangier, and Agadir: pickpocketing, scams, and occasionally violent thefts targeting tourists. Traffic accidents are a significant risk due to hazardous road conditions and reckless driving.

Morocco remains a popular and relatively safe destination, with good infrastructure and a welcoming atmosphere. Nonetheless, it is advisable to avoid political discussions, respect local customs, and be cautious in crowded places.
