SERBIA

The security situation in Serbia is relatively stable but marked by persistent tensions in certain areas and growing political polarisation.
Serbia continues to benefit from structural improvements initiated over a decade ago: reduced corruption, economic liberalisation, and strengthened judicial institutions. However, it remains more crime-prone than most Central and Western European countries.
Rural areas are generally safe.

Crime is concentrated in major cities such as Belgrade, Novi Sad, Niš, Subotica, and Zlatibor, primarily in the form of non-violent theft, burglaries, and occasional random assaults. Foreigners may be targeted, especially in tourist and nightlife areas.

The political climate is relatively calm but polarised. Large demonstrations can erupt, either by Orthodox nationalist groups or pro-European liberal movements. These gatherings can quickly escalate, especially when radical groups clash.

Tensions are heightened by the presence of veterans from the Yugoslav wars and ultra-nationalist and hooligan factions, often prone to violence.

In 2024, several incidents of political violence occurred during rallies in Belgrade and Novi Sad, particularly following incidents in Kosovo.

Certain border areas pose increased risks:

Border with North Macedonia: a hub for migrant smuggling, high mafia activity, occasional insecurity.
Border with Kosovo: ongoing geopolitical tensions, risks from criminal networks, and landmines (areas of Bujanovac, Preševo, Medveđa).

Though not necessarily explosive, incidents involving Kosovo special forces in Serbian localities frequently trigger immediate military alerts in Belgrade.

Avoid all gatherings and demonstrations, even peaceful ones, due to the risk of sudden violence.
Avoid border areas with Kosovo and North Macedonia, or travel only with extreme caution and via well-planned routes.
In urban settings, exercise heightened vigilance at night, particularly in tourist areas.
Regularly monitor developments in relations between Belgrade and Pristina, as tensions can escalate quickly.
